GPAI model with systemic risk

A general-purpose AI model is classified as presenting systemic risk if it has high-impact capabilities, evaluated based on appropriate technical tools and methodologies, or when the cumulative amount of computation used for its training exceeds 10^25 FLOPS. Such models are subject to enhanced obligations regarding evaluation, documentation and cybersecurity.
